Haiti is becoming a kleptocracy from neglect. On Monday, January 9, 2012, the mandate of one third of the Haitian Senate expired as well as the terms of various Mayors and regional executives. No effort has been made to replace them. After Garry Conille resigned from the Prime Minister position, the appointment of his replacement was made a precondition for new elections. Now that this new PM is in place, the ratification of an amended constitution, well known to be a prefabricated fake, is being made the new precondition for elections. Already, a number of regional executives have been dictatorially replaced by presidential decree. Evidently, it is not in the interest of the current Haitian executive branch and its foreign handlers to organize new elections. The longer the country is run without a full body of elected legislators and local administrators, the more easily the country may be pillaged of its lands, minerals, and other resources.

En Janvier 2012, le mandat d’un tiers du Sénat haïtien a expiré ainsi que les termes des maires et des cadres régionaux. Aucun effort n’a été fait pour les remplacer. Après la démission de Garry Conille de son poste de Premier Ministre, la nomination de son remplaçant a été une condition préalable à la tenue de nouvelles élections. Maintenant que ce PM est en place, la ratification d’une constitution modifiée, bien connue pour être un fausse préfabriquée, est devenue la nouvelle condition préalable pour les élections. Déjà, un certain nombre de cadres régionaux ont été remplacés de façon dictatoriale par décret présidentiel. Evidemment, ce n’est pas dans l’intérêt de la branche exécutive haïtienne et de ses gestionnaires étrangers d’organiser de nouvelles élections. Plus le pays est dirigé sans parlementaires élus et administrateurs locaux, autant plus facilement le pays pourra être pillé de ses terres, minéraux et autres ressources naturelles.

Alors que le mandat d’un tiers du sénat haïtien arrivera à terme ce 8 mai 2012, aucune disposition administrative n’a été prise pour constituer un nouvel organisme électoral, afin de remplacer ces élus.

Le conseil électoral provisoire (Cep) dissous par arrêté présidentiel le 29 décembre 2011 n’est toujours pas été remplacé.

Cette situation donne lieu justement à des doutes quant à la capacité de l’équipe en place à organiser malgré tout, les élections avant la fin de cette année. A la fois acteur et spécialiste dans le domaine, le directeur technique du conseil électoral provisoire Philippe Augustin, conditionne l’organisation des prochaines élections à la publication de l’amendement constitutionnel.

La position du directeur technique du CEP est cependant prise à contre pied par l’ancien conseiller électoral, Rosemond Pradel. Selon le secrétaire général du parti fusion, seule la volonté des dirigeants est nécessaire pour que ces élections se tiennent en 2012.

Rappelons que depuis la démission du premier ministre Conille, la principale préoccupation des responsables politiques est l’organisation des élections municipales et législatives partielles.

Notons que dans un « appel à la Nation », les présidents des deux branches du parlement, le sénateur Desras et le député Levaillant Louis-Jeune, ont exhorté la population à faire montre de vigilance citoyenne et à se mettre debout pour sauvegarder les acquis démocratiques, en exigeant des élections libres, honnêtes et démocratiques dans les délais prescrits par la loi et la Constitution.
