Haitian anthropology students protested on February 17, 2012 against an intrusion by the country’s President, Michel Martelly, and a group of armed men calling themselves CIMO (Company for Intervention and Maintenance of Order), into an international conference titled “Anthropology and the construction of a political nation, people, and citizenry in Haiti.” Martelly had not been expected. The CIMO force severely beat several students, opened automatic fire, bombarded the university perimeter with tear gas canisters, and then vandalized the interior. The conference attendees had to be evacuated. Details are in an RNDDH Report.

Hunger strike by student in national penitentiary

Psychology major Jaksy Fritzbert, from the School of Anthropology, who has been incarcerated in Haiti’s National Penitentiary since Friday, February 24, 2012, began a hunger strike on Tuesday, March 6 to demand his release. The student is accused of threatening to kill someone.

“A warrant was issued against Mr. Fritzbert. He allegedly threatened the life a citizen,”

said Jean Renel Senatus, government commissioner in Port-au-Prince, on the air a few hours after the arrest on Feb. 23.

Newton St. Juste, one of the students’ lawyers, called the arrest illegal and arbitrary.

“This issue of death threats is merely a pretext. The law did not catch this student red-handed [in any crime]. No formal charge has been brought against him,”

said Mr. Saint-Juste.

The student was severely abused by agents of the Haitian National Police during his arrest, according to his counsel, who also called for respect for the law and individual freedoms.

“We cannot deprive someone of their liberty solely because of death threats,”

said Mr. Saint-Juste, demanding the release of his client.

For their part, students of the School of Anthropology equate the arrest of Mr. Fritzbert to a political act.

“It’s a way to intimidate us. It is a political arrest. We are preparing to give a political response,”

vowed the students.

Jacksy Fritzbert, who is a father of two, was arrested about one week after an incident on February 17, 2012 that pitted the President against the students of the School of Anthropology.

UPDATE #1, March 14, 2012. According to the newspaper Le Matin (March 2), Jaksy Fritzbert was initially detained at the police station in Port-au-Prince. His case is being handled by Judge Bernard Saint-Vil. The person whom Fritzbert is accused of threatening is called Morency. Counsel Mr. Saint-Juste says that his client is a victim of political persecution, and the real reason for Fritzbert’s detention was his refusal to cooperate with individuals who offered him money after his arrest to denounce the other students and the media.

The relationship between the School of Anthropology and Martelly continues to deteriorate. In a letter two weeks after the February 17 attack, the Minister of Tourism Stephanie Balmir Villedrouin ordered university Rector

Grève de la faim d’un étudiant au pénitencier national

Haïti: Incarcéré au pénitencier national depuis le vendredi 24 février 2012, l’étudiant mémorant en psychologie à la faculté d’ethnologie, Jaksy Fritzbert, a entamé une grève de la faim depuis le mardi 6 mars 2012 pour exiger sa libération. L’étudiant est accusé d’être auteur de menaces de mort contre un citoyen.

« Un mandat a été émis contre M. Fritzbert. Il aurait menacé de mort un citoyen »,

avait déclaré M. Jean Renel Sénatus, commissaire du gouvernement de Port-au-Prince, sur les ondes quelques heures après son arrestation, le 23 février.

Me Newton Saint-Juste, l’un des avocats des étudiants, qualifie l’arrestation d’illégale et d’arbitraire.

« Cette question de menaces de mort n’est qu’un prétexte. La justice n’a pas surpris l’étudiant en flagrant délit. Aucune charge n’est retenue contre lui »,

a déclaré Me Saint-Juste.

L’avocat indique que l’étudiant a été sévèrement malmené par les agents de la Police nationale d’Haïti lors de son arrestation. Il a, en outre, plaidé pour le respect de la loi et de la liberté individuelle.

« On ne peut pas priver quelqu’un de sa liberté pour le seul motif de menaces de mort »,

a souligné M. Saint-Juste, réclamant la libération de son client.

De leur côté, des étudiants de la faculté d’ethnologie assimilent l’arrestation de M. Fritzbert à un acte politique.

« C’est une façon de nous intimider. C’est une arrestation politique. Nous nous préparons à donner une réponse politique»,

ont juré des étudiants.

Père de deux enfants, Fritzbert Jacksy a été arrêté environ une semaine après l’incident mettant aux prises le président de la République et les étudiants de la faculté d’ethnologie, le 17 février 2012.

Lors de l’incident le 17 Février, les étudiants ont protesté contre une intrusion par Martelly et un grand nombre d’hommes armés qui appelaient la CIMO (Compagnie d’Intervention et de Maintien d’Ordre) dans une conférence intitulée « l’ethnologie et la construction de la nation politique, du peuple, du citoyen en Haïti, », dans laquelle Martelly n’avait pas été prévu. La hommes de la CIMO ont sévèrement battu plusieurs étudiants, ont ouvert le feu automatique et bombardé le périmètre universitaire avec des grenades lacrymogènes, puis vandalisé l’intérieur. MISE À JOUR du 14 Mars, 2012. Selon le journal Le Matin (2 mars), Jaksy Fritzbert a d’abord été détenu au poste de police à Port-au-Prince. Son cas a été confié au juge Bernard Saint-Vil. La personne que Fritzbert est accusé d’avoir menacé s’appelle Morency. L’avocat M. Saint-Juste dit que son client est victime de persécution politique, et la vraie raison pour la détention de Fritzbert était son refus de coopérer avec des personnes qui lui ont offert de l’argent après son arrestation pour dénoncer les autres étudiants et les médias.

Les relations entre la Faculté d’Ethnologie et Martelly continuent de se détériorer. Dans une lettre écrite deux semaines apres l’attaque du 17 février, la Ministre du Tourisme Stéphanie Villedrouin Balmir a “fait injonction à Jean Vernet Henry [le Recteur the l’Université] de sommer les doyens des facultés en vue de choisir une centaine d’étudiants pour accompagner le chef de l’État au carnaval dominicain….” Cette lettre a été considérée comme un signe de manque de respect pour la gouvernance démocratique de l’université et une banalisation de l’attaque pour laquelle il n’y a encore eu ni réparation, ni excuses.
